Because rent control often includes some form of vacancy decontrol, it is largely meaningless unless tenants are protected from eviction at the expiry of their leases. If landlords can decline to renew a tenant’s lease and raise the rent once the unit is vacated, rent control would simply increase the prevalence of evictions with little to no impact on affordability. As a result, it is crucial that any rent control legislation incorporate full Good Cause protection rights for all rental units covered by the policy.
